2.1.3 Order of precedence. In the event of a conflict between
the text of this specification and the references cited herein, the
text of this specification shall take precedence.
REQUIREMENTS

3.1 Material. Materials and parts shall be in accordance with
applicable specifications and drawings.
3.2 Assembly. The assembly shall comply with all requirements
specified on Drawing (dwg.) 8838071 and with all requirements
specified in applicable specifications.
3.3 Spring embrittlement. The spring shall not break when
extended to the point of minimum (min.) permanent distortion.
3.4 Moisture content. The moisture content of the first fire
composition at the loading station, at the time of loading with
signal assemblies, shall not exceed 0.10 percent, when determined as
specified in 4.5.2.
